Scope ofWorkThe WorldBank is looking for a technical consulting firm to do the following tasks:a.Contextualize the metric established by the World Bank team to detail the parametersfor green and climate-resilient self-built housing within the local context ofthe two cities in hot & dry (Jodhpur and Surat), warm-humid (Guwahati &Visakhapatnam) and composite (Lucknow & Bhopal) climate zones withcorresponding climatic risks and disaster vulnerabilities like cyclones,floods, heat stress, intense rains, earthquakes, etc.b. Undertakefieldwork to establish the baseline (against the definition and metricsestablished) as to the current state of self-built homes in both publiclyassisted schemes privately financed in each city. Around 50 self-built homeswill be assessed in each city. The cases will be drawn from the portfolio ofPMAY-s BLC vertical, PMAY-G, and AHFC-s self-built home loan portfolios in eachof the six cities.c. Deep diveto map the local housing eco-systems in select cities including national7 &state policies and local development control regulations (building byelaws,master plans, etc.), legal and institutional frameworks for the housing valuechain, such as local building approval systems, local construction materialsand technology, access to housing finance for construction, etc.d. Identifyand assess the technical, financial, and institutional aspects affecting theadoption of low-carbon and climate-resilient measures for low-cost self-builthomes. (a) Propose stylized technical solutions. (b) Undertake cost-benefit analyses for the proposedtechnical solutions. (c) Conduct interviews with a wide range of stakeholdersincluding government agencies, local construction materials suppliers, smallcontractors, lenders and borrowers for self-construction loans, andbeneficiaries of PMAY in each city to inform (a) and (b).e.
